Little bit of analysis based on proposal for new tournament format.
First table is schools with enrollment 100 and over.
Second table is all schools.
data includes CHSAA and probably PSAL schools. the data came from NYSPHSAA web site that lists schools by enrollment and section.
the teams included may not have a wrestling team but that does not matter from a population analysis.

the data shows that the apportionment does not materially change even if you change the method of analysis.

BTW, I support a 32 man bracket for state tournament based on the proposal.

The question no one seems to answer is this: If this proposal is adopted, who will decide which wrestlers in each weight group will get those extras spots at states? Section five alone has around 80 schools ranging from the A down to D class schools. I am sure schools such as Spencerport & Canadaigua will believe their wrestlers deserve those spots while schools as small as Kendall or Addison will want their wrestlers. Who decides who is the best? When is it decided? You can't go by placing at supers since there are no wrestle backs, and it would be unfair to go by records given the diversity in the schools' dual meets and tournaments. I am not a big fan of the small school-big school format. I still believe that one tournament with the top three advancing from supers would be the best solution.

The number of entries for each section would be based on the number of schools with wrestling programs in the section. While each section has some flexibility, the idea is that each section would have a qualifying tournament like they now do. So, each section would have their interclass or supersectional tournament and send - in the case of section 5, their top 4 to the state tournment - in the case of section 3, their top 3 - in the case of section 9, their top 2 and so on.

Good point about the wrestlebacks at supers. That will have to be in effect for the proposed format to work. I assume that if there is a reason for wrestlebacks that Sec V would not have a problem with that format.

I like the new format proposal of one 32 man bracket. I could never understand how Section 5 with 78 schools and Section 10 with 7 schools got to send the same number of wrestlers to states. Also, there would be one state champion, not a big and small school champin. And, section 5 would have to have wrestle backs again. I hope it passes and becomes the new fomat.

The format this year of separate large and small school tourny is here for this year and next. The current activily is aimed at changing the format for year after next. Hope it goes through.
